To ask the Secretary of State for Energy Security and Net Zero, when she plans to publish an insulation products strategy.

The Heat and Buildings Strategy, published in October 2021, set out our strategic approach to the decarbonisation of buildings, including the role insulation will play to increase thermal comfort and reducing energy demand.

The government engages regularly with insulation manufacturers, and other industry stakeholders, to understand challenges and opportunities in the insulation products supply chain, with the aim of facilitating a more resilient supply chain.

Question

To ask the Scottish Government whether it can confirm whether (a) all combustible cladding and insulation is banned for use above 11m in height on the buildings captured under the Building (Scotland) Amendment Regulations 2022 and (b) combustible plastic foam insulation and combustible cladding such as high-pressure laminates and metal composite panels using combustible cores can no longer be used on the buildings captured in the scope of the ban.

The Building (Scotland) Amendment Regulations 2022 amended regulation 8 of the building regulations so that "highly combustible metal composite material" panels, combustible cladding and combustible insulation can no longer be used for new building work captured in the scope of the ban.

Question to the Department for Levelling Up, Housing & Communities:

To ask the Secretary of State for Levelling Up, Housing and Communities, what discussions his Department has had with manufacturers of (a) cladding and (b) insulation on financial contributions to building safety remediation works.

Answered by Lee Rowley - Minister of State (Minister for Housing)

In early 2022 the Secretary of State opened industry wide discussions with cladding and insulation manufacturers. To date, no cladding or insulation manufacturer has come forward with a financial contribution for their part in this. We are continuing to press the industry on this issue.

The department’s Recovery Strategy Unit continues to actively pursue organisations, including manufacturers, responsible for unsafe buildings to force them to contribute to the costs of remediation.
